Some recent federal action s that have, and will continue to, impact the contracting environment:
- Experienced contracting officers and contract specialists have been in short supply for the last five years or more. We suspect a number of those still on board are taking the early buyout. Double and triple check your offers so there is nothing to delay bid evaluations or source selection boards.
- Offices are being closed on short notice and functions moved to other locations, and even other agencies. Procurement authority is being moved from program agencies to GSA for civilian agencies. Carefully monitor where you are to submit your offers on current opportunities.
- Consider scrubbing your websites of DEI wording, graphics and even your local community organizations support work. (We hate to say that since your support means a lot for any local non-profit.)
- The OSDBU office at HHS has been stripped down to just the Director. We can anticipate that HHS is not the only one likely to be impacted. Those offices provide valuable support, participate in industry conferences and are key participants in the pre-RFP issuance process.
- We haven’t heard any discussion yet, but DLA’s APEX Accelerator (formerly PTAC) offices are funded by grants that have some DEI connections.
- Federal employee travel has been significantly curtailed. If you have contracts that involve on-site inspections, facility clearances to be gained or renewed, each out to contracting officers and contract specialists listed on your opportunities – send them your capability statement, and then send it again once a month so you’re front-of-mind on new orders.
If you are unsure about your contract terms or if you are contacted about stopping work or unable to get on your federal work site or approached by a scammer scheme, ALWAYS contact your Contracting Officer. He or she is the only official authorized to act for the government in your contractual relationship.
